My sister got her first DUI over this weekend, she has No criminal record and her drivers record is/was clean up until now. Does she need an attorney?

Yes, it is always best to have an attorney for a DWI. A DWI conviction is on your record forever, so it is best to find someone to try and beat the case. While it is always an uphill battle, it is better to try and fail than to never try at all.
